District for everyone. Participation on the Stuttgart Rosenstein framework
The participation

The city of Stuttgart is currently developing the urban development framework for Stuttgart Rosenstein. This sets out the framework for the new district. The framework plan is a further development of the winning design from the competition in 2019.
When developing such a plan, various requirements have to be weighed up against each other. What do Stuttgart residents think about the current status of the planning? What expectations do they have of the urban development project? We want to enter into a conversation with the citizens. And to listen carefully. So that a district for everyone can be created.
The participation “District for everyone” is based on three pillars to address as many people in Stuttgart as possible and make representative decisions oriented to public welfare: Public events, theme nights and digital participation.

Visit
Public participation on the Stuttgart Rosenstein framework started on June 21, 2022 with a public stroll along the development area. In guided tours more than 150 interested people informed themselves about the urban development project.

The centrepiece of the participation were the three theme nights held on June 30, July 7 and 14 in the Stuttgart Rosenstein exhibition space. The first event was all about mixed use in the neighborhood.

At the open space theme night, there was a lot of talk about recreation and water spaces. But also about how a "radically green" district can actually be realized.

Completion and results of the participation
On Monday, 25 July, the results of this process were presented to the public at a festive closing event in the StadtPalais – Museum für Stuttgart. The evening was rounded off by a film premiere and an invitation to a joint excursion.

Online participation
From June 23 to July 25, 2022, interested parties were able to participate in the online participation on Stuttgart Rosenstein. Questions were answered and positions taken on the urban development project along the three themes of uses, open space and mobility. The participants rated various aspects of the planning ranging from “I fully agree” to “I disagree”. Then they justified their decisions in their own words.
All in all, the online participation was a huge success: 373 verified persons participated and 535 questionnaires were completed. These are distributed among the topics of uses: 252 completed questionnaires, open space: 117 completed questionnaires and mobility: 166 completed questionnaires. Within the topic areas, the current open space concept earned the greatest approval (53 percent fully agreed). There was a divided response, for example, to the question "I would gladly do without my own car if it meant that my rent would then be significantly cheaper than that of a car owner." A slim majority of 51 percent agreed with this statement. You can find all the results in the full results documentation.
What to do next with the results
All participants expressed various wishes, requirements and points of criticism in the events, discussions and digital participation. These are then documented, categorised and analysed. You can find the complete documentation here.
Together with the commissioned offices, the municipal planning checks the wishes and ideas from the participation for feasibility, since not all proposals can be realised when it comes to planning and technology. The opinions of the participants vary greatly with some questions – which conclusions can be drawn and solutions developed must also be assessed. Afterwards, the verified results are discussed by the political committees. Prerequisite of the implementation is the approval by the municipal council.
The results are then integrated into the framework plan and also fixed for subsequent planning steps. Finally, the completed framework plan is presented to the boards and committees and approved - a milestone for the urban development project.
