
Europaquartier
The Europaquartier district borders directly on Stuttgart's central station and is one of the most central areas for housing construction in Stuttgart Rosenstein. Between 1,380 and 1,670 residential units can be built on ten hectares near the station, at least half of which will be subsidized housing. The existing Europaviertel and Schlossgarten will be reconnected by the Europaquartier. A green sports and recreation area along Athener Straße forms the entrance to the Gleisbogenpark.

The Europaquartier is an urban district that benefits from its location on the green belt of Athener Straße and the adjacent Schlossgarten. Due to topographical conditions, elevated base zones are created towards the edge of the park, providing space for large-scale public use. The master plan allocates around 70 percent of the area for residential use, 20 percent for commercial uses of all kinds, and 10 percent for social services in the district.

The Europaquartier comprises three neighbourhoods. Each of these neighbourhoods consists of three blocks and a landmark building located on the central neighbourhood square, offering views of the surrounding greenery. The point buildings, with their height of 30 meters, set urban accents. They clearly define the neighborhood square and the edge of the park on the side facing the Schlossgarten park. On the other side, a large area for outdoor play, sports, and exercise is being created along the entire length of the three building blocks on Athener Straße.

The base zone at the new edge of the park offers space for commercial, cultural, and social facilities. This area by the Schlossgarten also invites visitors to stroll and linger, but also to play or garden. A colorful mix of uses is planned for the ground floors along Athener Straße, which will help to revitalize the area. The neighborhood squares will feature social facilities such as daycare centers and repair cafés, a library of things, and community rooms. An indoor swimming pool is also planned for the Europaquartier.

As a continuation of the Gleisbogenpark, Athener Straße runs between the existing Europaviertel and the emerging Europaquartier. This area will feature plenty of green space and a wide range of opportunities for play, sports, exercise, and recreation. The sloping, similarly landscaped joints lead to the edge of the Lower Schlossgarten. Here, green spaces and open areas will be created for urban gardening, retention, construction botany, and places for people to meet and exercise.

The Europaquartier is located in close proximity to the main railway station and borders the future City Ring. In the future, this will run along Wolframstraße. This will provide good connections to public transport and for private transport. The main cycle route, which starts on Athener Straße, provides a good connection via the Gleisbogenpark to Stuttgart-Feuerbach, Stuttgart-Bad Cannstatt, and Stuttgart-Mitte.

The special development area A3 is located at the entrance to the Europaquartier and thus to Stuttgart Rosenstein (coming from the city center). A new landmark for Stuttgart is to be created at this prominent location. In 2024, an international ideas contest sought the best uses for this area. The special development area Wolframstraße is located at the other end of the Europaquartier. A place for cultural uses could be created here. Two school modules divide the three neighborhoods of the Europaquartier.
