The development plans convert the ideas and requirements of the master plan into legally binding planning specifications. They provide, for instance, binding boundaries for the buildings and their potential use. The development plans must be completed and adopted by the Municipal Council before the single components of Stuttgart Rosenstein can be developed. The C1 area – the Maker City – is the first development plan and the draft is currently in preparation. It also defines the guidelines for the “Wagenhallen C1 Quarter” project in line with the IBA’27.
